Divides the Construction Manager-General Contractor Method of Procurement Pilot Program into two phases, with the first phase limited to five (5) transportation projects with a combined construction cost estimate not to exceed $200,000,000 and individual project limits of $100,000,000.

Authorizes a second phase beginning on the effective date of this section to select five (5) additional transportation projects not currently in the procurement process, with combined construction cost estimates not to exceed $500,000,000 and individual project limits of $150,000,000.

Extends the program's sunset date from June 30, 2024 to June 30, 2026.

Requires the Director of the Arkansas Department of Transportation to commission an independent consultant study comparing the benefits and costs of the construction manager-general contractor method versus the traditional design build delivery method of procurement.

Mandates submission of the comparative study to the Arkansas Legislative Audit for review.
