Exempts unlicensed property managers from Arkansas Real Estate License Law requirements if they comply with new qualification standards in § 17-42-104.

Defines "property manager" as an individual who engages in leasing, renting, or subleasing real estate for compensation on behalf of owners or lessees, including activities such as negotiating leases, procuring tenants, collecting rents, and maintaining properties.

Allows unlicensed persons to perform property management activities if they have either two or more years of property management experience managing 50+ rental units OR national property manager certification.

Requires unlicensed property managers to have no felony convictions and maintain a $100,000 fidelity bond.

Amends the definition of "unlicensed real estate activity" to clarify that acting as a property manager does not constitute unlicensed real estate activity when the person meets the exemption requirements.
