AR HB1710

Establishes the Rural Economic Development Initiative to provide funds through the Arkansas Economic Development Commission to the eight planning and development districts for rural economic development projects.

Defines rural areas as counties that lost population between 2010-2020 or have populations under 50,000, with approximately 71% of Arkansas counties meeting these criteria as of the 2020 Census.

Requires each planning and development district to employ staff including a Rural Economic Development Specialist to lead coordinated efforts and coordinate with federal and state agencies.

Allocates funding equally among the eight districts with no single project receiving more than 25% of a district's allocation; funds support workforce development, job creation/retention, business expansion, and industry-driven job skills training.

Requires the Arkansas Economic Development Commission to submit biannual reports to the Legislative Council by June 30 and December 1 of each year describing funded projects, recommendations for legislative enhancements, and data on successful rural economic development efforts.
