AR HB1718

Creates the Arkansas Legal Tender Act establishing gold and silver coin as legal tender in the state, including U.S. Government-issued specie coin and refined bullion stamped with weight and purity.

Exempts specie and legal tender exchanges from personal property taxation and prohibits tax liability on purchases, sales, or exchanges of specie.

Allows Arkansas courts to designate additional types of specie as legal tender within state authority and requires specific performance of specie payment as a remedy for breach of contracts expressly designating specie.

Prohibits compelling any person to tender or accept specie as legal tender unless specifically required by law or contract.

Authorizes the Attorney General's office to enforce the act while preserving private rights of action.
