Amends Arkansas Code § 6-15-2108 to establish a multiple-measures school rating system including academic achievement, student growth, graduation rates, and English-learner progress on annual statewide assessments

Requires consideration of additional indicators such as closing achievement gaps, academic growth of disadvantaged students and subgroups, advanced placement/concurrent credit completion, flexible learning options, preschool access, and educator certifications

Mandates the Division of Elementary and Secondary Education create a participating private school rating system by January 1, 2024, for schools in the Arkansas Children's Educational Freedom Account Program

Requires the private school rating system to use the same measures and indicators from the public school rating system when possible

Directs the division to evaluate the existing public school rating system and consider the percentage of national school lunch students when assessing school performance
