Repeals Arkansas Code § 19-11-217(c)(2), which required the State Procurement Director to develop and implement a plan for state agencies to reduce annual petroleum consumption by at least 10% by January 1, 2009, through alternative fuels, higher fuel economy vehicles, and substitution of cars for light trucks.

Removes the requirement for the director to submit annual reports by January 30 evaluating progress on vehicle fuel consumption reduction, including data on alternative fuel vehicles procured and cost comparisons between alternative and conventional vehicles.

Adds new subdivision (15) to Arkansas Code § 19-11-217(c) authorizing the State Procurement Director to negotiate and enter into nonmandatory state contracts with retailers for special prices or discounted rates on commodities or services for public procurement entities.

Allows the director to enter into nonmandatory contracts independent of standard source selection methods in §§ 19-11-228 and 19-11-229, provided the contractor agrees to provide commodities or services at either standard retail price or a discounted price.
