Creates "Parents' Bill of Rights" as a new subchapter in Arkansas Code establishing parental notification and involvement rights in public schools and open-enrollment charter schools.

Grants parents the right to access student educational records under FERPA, review classroom materials (teaching materials, textbooks, syllabi, lesson plans), and temporarily remove children from classes conflicting with religious or moral beliefs.

Requires school districts and charter schools to notify parents within 24 hours of changes in student services or monitoring related to mental, emotional, or physical health and well-being.

Prohibits schools from adopting procedures that prevent personnel from notifying parents about student health and well-being or that encourage students to withhold information from parents about mental, emotional, or physical health.

Restricts classroom instruction on sexual orientation or gender identity to prohibit it in kindergarten through grade 5 and requires it to be age-appropriate and developmentally appropriate for grades 6-12, while not mandating such instruction.
