• Adds vision-only plans to the exclusions from "health benefit plan" definition in assignment of benefits law.

• Requires healthcare providers receiving benefit assignments to notify payors with claims and include a signed, dated copy of the assignment for out-of-network providers.

• Mandates payors remit payment directly to healthcare providers upon receiving assignment notice and provide written notice of payment to the enrollee.

• Requires dental-only plans to obtain annual consent from enrollees for benefit assignments and mandates providers give written notice before services including non-participating provider status, charges for noncovered/balance-billed services, cost estimates, and payment terms.

• Takes effect January 1, 2024.
