Creates the Sustainable Building Maintenance Program for State-Supported Institutions of Higher Education, administered by the Division of Higher Education.

Establishes a revolving loan fund from which the Division of Higher Education may authorize loans to state-supported institutions for deferred maintenance, critical maintenance, or renovation of state-owned property in amounts exceeding $100,000, with repayment terms not to exceed 10 years.

Requires loan applicants to submit applications on Division-approved forms, with the Division reviewing eligibility and providing written notice of approval or denial; approved loans must be presented to the Arkansas Higher Education Coordinating Board for final approval.

Creates a miscellaneous fund on the state books called the "Sustainable Building Maintenance Program for State-Supported Institutions of Higher Education Revolving Loan Fund" to be funded by general revenues, transfers from the Development and Enhancement Fund, gifts, grants, federal funds, bond proceeds, and loan repayments from institutions.

Directs the Division of Higher Education to promulgate rules governing application forms, eligibility requirements, review standards, and loan issuance requirements.
