Mandates delegates take an oath to uphold state and federal constitutions, prohibits voting on "unauthorized amendments" outside the convention's scope, and imposes criminal penalties (Class B felony) for violations with permanent bar from public office.

Creates a Delegate Advisory Group led by the President Pro Tempore to provide guidance to delegates within 24 hours of request and advise the Attorney General of potential violations.

Entitles delegates to mileage, travel, and per diem expenses matching General Assembly members but no salary; delegates voting on unauthorized amendments are immediately replaced by alternates and their certification is revoked.
