• Eliminates court costs and fees imposed on juveniles and their parents, guardians, or custodians in juvenile delinquency and family in need of services cases, with limited exceptions for restitution orders

• Establishes a rebuttable presumption that juveniles are indigent for purposes of appointing counsel at no cost to the juvenile or their family

• Voids all outstanding judgments, fines, fees, costs, and liens entered against juveniles or their families related to juvenile matters prior to the bill's effective date
