Adds definition of "lane splitting" to Arkansas Code § 27-20-101 as driving a motorcycle with two wheels in contact with the ground between stopped or moving vehicles in the same lane on divided or undivided streets, roads, or highways.

Permits motorcycle operators to practice lane splitting in Arkansas under new code section 27-20-121(a).

Authorizes the Division of Arkansas State Police to develop educational guidelines for lane splitting to ensure safety of motorcycle operators, drivers, and passengers of surrounding vehicles.

Allows the Arkansas State Police to consult with agencies or organizations interested in road safety and motorcyclist behavior, including the Arkansas Department of Transportation, when developing the guidelines.
