• Requires local education agencies to maintain lists of vendors handling student data, update them at the beginning and mid-point of each school year, and provide copies to parents upon request; contracts must include provisions safeguarding student privacy and security.

• Prohibits school service contract providers from selling student data, using it for targeted advertising, or creating personal profiles of students without authorization; requires clear disclosure of what data is collected and how it is used.

• Mandates school service contract providers maintain comprehensive information security programs and destroy student data upon request during contract terms or within specified timeframes after contract termination.

• Effective date is June 1, 2024; requirements apply to contracts entered or renewed on or after that date.
