AR HB1763

Establishes a youth lifetime hunting and fishing license for Arkansas residents age 10 or younger for a one-time fee of $500.00, with optional lifetime trout stamp and lifetime state duck stamp.

Authorizes lifetime hunting-only or lifetime fishing-only licenses for youth at fees not exceeding the standard lifetime license fee.

Updates senior citizen license fees: annual sportsman hunting license at $3.50, annual fishing license at $3.50, and annual combination hunting and fishing license at $4.50 for residents age 65 or older.

Allows the Arkansas State Game and Fish Commission to assess a transaction fee when residents purchase licenses, permits, or stamps using credit cards, debit cards, or other electronic payment methods, not to exceed the processor's actual charge to the commission.

Transaction fees are assessed in addition to all other license, permit, and stamp fees established in state law.
