AR HB1772

Establishes the Psychological and Neuropsychological Testing Workforce Scholarship, Stipend, and Incentive Program to be administered by the Arkansas Psychology Board to address workforce shortages in neuropsychological testing services.

Authorizes the program to fund scholarships for bachelor's degree psychology students pursuing technician status, stipends for master's and doctoral psychology students in approved training sites, loan forgiveness for licensed psychological examiners and psychologists, and financial incentives for those agreeing to work full-time in Arkansas for at least two years.

Requires applicants to be bona fide Arkansas residents and restricts scholarships and incentives to those enrolled in or accepted to qualifying psychology programs focused on psychological or neuropsychological testing under licensed psychologist supervision.

Allows program funds to consist of state appropriations, federal funds, gifts, grants, bequests, devises, donations, and interest income, with the board authorized to invest principal and manage all funds and property.

Permits scholarships, stipends, and incentives to be renewed annually subject to fund availability and continued applicant eligibility, with the Arkansas Psychology Board empowered to adopt rules, determine eligibility, and monitor all awards.
