Establishes minimum allowable reimbursement rates for ground ambulance services under health benefit plans issued by healthcare insurers in Arkansas.

Sets reimbursement rates at the approved or contracted rates between ambulance service providers and local government entities under Arkansas Code § 14-266-105, or in absence thereof, the lesser of the Worker's Compensation Commission medical fee schedule or the provider's billed charges.

Requires healthcare insurers to remit payment directly to ground ambulance service providers within 30 days and prohibits payment to enrollees.

Defines covered health benefit plans to include nonfederal governmental plans while excluding disability, credit, workers' compensation, Medicaid, dental-only, vision-only, and other specified plan types.

Payment is considered in full for covered services except for copayments, coinsurance, deductibles, and other cost-sharing amounts required by enrollees.
