Reduces the maximum number of student attendance days that can be approved by the Commissioner of Elementary and Secondary Education for alternative instruction methods from 10 to 5 days

Allows the 5 approved alternative instruction days to be used when public school districts are closed due to exceptional or emergency circumstances including contagious disease outbreaks, inclement weather, acts of God, or utility outages

Clarifies that alternative instruction days approved by the commissioner shall count toward the required on-site, in-person instruction days that public school districts must be open
