Amends Arkansas Code § 5-73-309 to prohibit the director from considering an applicant's status as a qualifying patient or designated caregiver under the Arkansas Medical Marijuana Amendment of 2016 when determining eligibility for a concealed carry license.

Adds a new provision stating that applicants shall not be considered to chronically or habitually abuse controlled substances based solely on their status as a medical marijuana patient or designated caregiver.

Creates a new section (20-56-308) prohibiting the Department of Health from disclosing the identity of medical marijuana registry cardholders to the Arkansas State Police for background checks related to concealed handgun licenses.

Requires the Director of the Division of Arkansas State Police to disregard medical marijuana patient or caregiver status when determining concealed carry license eligibility.
