Repeals the Higher Education Institutions Performance Fund and the Riverside Vocational Technical School Fund Account as obsolete provisions under Arkansas Code Title 19, Chapter 5.

Repeals the School-Age Children Eye and Vision Care Fund, transferring any remaining funds to the Division of Elementary and Secondary Education Public School Fund Account for school-based health centers.

Establishes revenue allocation percentages for fiscal year 2023-2024 and thereafter, with Allocation A distributing up to $6,009,462,852 across education, human services, government, and higher education funds.

Establishes Allocation B distributing up to $192,648,539 in remaining general revenues to supplemental accounts for education, corrections, military, and higher education institutions.

Declares an emergency effective July 1, 2023, to ensure fiscal law changes take effect at the beginning of the fiscal year.
