Amends Arkansas Constitution Article 12, § 5(c)(1) to add retail facilities to the definition of "economic development projects" subject to requirements established by the General Assembly.

Retail facilities qualify as economic development projects if the owner considers only one Arkansas site competing against at least one out-of-state site.

Urban retail facilities must create at least 75 new full-time jobs and have annual projected sales of at least $20 million; rural facilities must create at least 25 jobs and have projected sales of at least $5 million.

Requires facility owners to demonstrate significant planned capital investment (as determined by the Governor) and obtain adoption resolutions from both the city and county governing bodies where the facility will be located.

Defines "rural area" as an area with population below 20,000 and at least 20 miles from any city or town with population above 20,000; defines "urban area" as any area not meeting rural criteria.
