Encourages U.S. Congress and National Security Council to conduct a formal review of the Status of Forces Agreement between the United States and Japan to ensure adequate protection of American service members in accordance with constitutional rights and Department of Defense policy.

Requests an official investigation into the investigation, trial, and conviction of Navy Lieutenant Ridge Alkonis to determine whether he received fair treatment by Japan and adequate support from the U.S. Navy.

Calls for referral of Lieutenant Alkonis's case to the Special Presidential Envoy for Hostage Affairs to be designated as a wrongfully detained case.

Cites reports that Japan violates the agreement by detaining service members without adequate cause, denying legal counsel during interrogations, and failing to provide adequate translation assistance, which would violate Department of Defense policy under Secretary of the Navy Instruction 5820.4G and Army Regulation 27-50.

Requires the House Chief Clerk to provide copies of the resolution to congressional leadership, committee chairs on Armed Services, Foreign Relations, and Judiciary, the National Security Advisor, and Arkansas congressional delegation members.
