Creates the "Protect Arkansas Healthcare Amendment" establishing a fundamental right to reproductive freedom, including decisions about prenatal care, childbirth, postpartum care, contraception, sterilization, abortion care, miscarriage management, and infertility care.

Prohibits the state from denying, burdening, or infringing upon reproductive freedom unless justified by a compelling state interest achieved by the least restrictive means.

Allows state regulation of abortion care after fetal viability, provided the state cannot prohibit abortion when medically indicated to protect the pregnant individual's life or physical or mental health.

Protects individuals from prosecution or adverse action based on pregnancy outcomes (miscarriage, stillbirth, abortion) or for aiding someone in exercising reproductive freedom with voluntary consent.

Repeals Arkansas Constitution Amendment 68, § 2, which established state policy to protect unborn life from conception until birth; amendment becomes effective January 1, 2025.
