Vincent C. Henderson II, Administrator for the Bureau of Legislative Research's Statutory Review Section and Code Revisor, is retiring on March 31, 2023, after over 43 years of state service.

Henderson served as a staff attorney with the bureau from April 1978 to July 1979 and January 1981 to January 1984, then joined the Arkansas Statute Revision Commission in January 1984 as executive director to codify the state's statutory law.

Henderson presided over the creation of the Arkansas Code of 1987 Annotated without computerized applications, established processes to maintain and update the code as one of the first states to adopt computerized codification approaches, and developed the legislative drafting manual and bill review process used in Arkansas.

Henderson has also served on the Uniform Law Commission, held various roles with Boy Scouts of America as a Scoutmaster, served as a soccer referee, and been active in his Catholic Church and Scottish Clan Henderson Society.

The House of Representatives commends Henderson for his distinguished service and contributions to Arkansas and the legislative branch, and directs the Chief Clerk to provide him a copy of the resolution upon adoption.
