Percy Wilburn began his law enforcement career at the Lake Village Police Department on April 1, 1986, and served as Chief of Police from November 1, 1993 until his retirement on December 31, 2021, for a total of 35 years of service to Lake Village.

Wilburn served as a member of the Arkansas Association of Chiefs of Police since 1995 and served as the Association's President from 2012 to 2013.

Wilburn was appointed to the Arkansas Commission on Law Enforcement Standards and Training on March 1, 2011, by Governor Mike Beebe and served for 12 years as Commissioner, Vice Chairman, and Chairman until his retirement on March 9, 2023.

Wilburn received awards including Chief of the Year in 2008 from the Arkansas Association of Chiefs of Police, Chicot County Officer of the Year in 2015, and the Lake Village Chamber of Commerce Life Achievement Award in 2018.

The House of Representatives recognizes and celebrates Wilburn for his service on the Arkansas Commission on Law Enforcement Standards and Training and his contributions to his community and the State of Arkansas.
