Establishes maximum of 243 regular employees for University of Arkansas Community College at Batesville for fiscal year 2023-2024, with positions ranging from Chancellor ($188,490) to part-time faculty ($50,755)

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act

Appropriates $5,553,079 from state operations funds for regular salaries ($4,648,079), extra help ($150,000), personal services matching ($750,000), and maintenance/general operations ($5,000)

Appropriates $13,926,000 from cash funds for regular salaries ($1,750,000), extra help ($250,000), personal services matching ($1,750,000), operations and maintenance ($4,900,000), capital improvements ($1,500,000), and debt service ($750,000)

Effective July 1, 2023, with all disbursements required to comply with state procurement laws, accounting procedures, and higher education expenditure restrictions
