Establishes maximum of 505 regular employees for Arkansas State University - Beebe for fiscal year 2023-2024, with salary ranges from $35,187 (Watchman) to $188,490 (Chancellor).

Authorizes maximum of 225 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $14,448,375 from state operations funds for personal services and operating expenses, including $11,619,884 for regular salaries and $2,300,000 for personal services matching.

Appropriates $38,058,145 from cash funds for personal services, operating expenses, capital improvements of $10,950,000, debt service of $5,000,000, and other operational costs.

Act takes effect July 1, 2023 and is declared an emergency to ensure essential operations of the university during the fiscal year.
