Establishes maximum of 880 regular employees for the University of Arkansas at Pine Bluff for fiscal year 2023-2024, with detailed salary schedules for administrative, academic, and auxiliary enterprise positions.

Authorizes up to 924 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $30,990,264 from state operations funds for personal services, extra help, benefits matching, operational expenses, professional fees, and other costs.

Appropriates $84,899,520 from cash funds for salaries, extra help, overtime, benefits, operational expenses, capital improvements of $43,000,000, debt service, and fund transfers.

Amends Arkansas Code § 6-64-303 to allow the Board of Trustees to employ biomedical research scientists at salaries up to 1.5 times the Distinguished Professor maximum, and requires 100% matching funds for 1890 Research and Extension Programs in funding computations.
