Establishes maximum of 365 regular employees for Southeast Arkansas College for fiscal year 2023-2024, with salary ranges from $35,187 (Watchman) to $188,490 (President).

Authorizes up to 200 additional part-time or temporary "Extra Help" employees at rates established by the Uniform Classification and Compensation Act or this act.

Appropriates $7,476,760 from state operations funds for personal services and operating expenses, including $5,600,000 for regular salaries and $1,100,000 for personal services matching.

Appropriates $65,700,000 from cash funds for personal services, operating expenses, capital outlays ($45,000,000), capital improvements ($6,000,000), and debt service ($1,500,000).

Amends Arkansas Code to allow the Board of Trustees to reimburse tuition and education-related expenses for current faculty pursuing additional education that addresses critical shortage instructional areas and accreditation standards.
