Authorizes a maximum of 330 regular employees for SAU-Tech for fiscal year 2023-2024, with specific salary ranges for administrative, academic, and support positions across the main campus and three training academies.

Appropriates $5,855,263 from the SAU-Tech Fund for state operations, including $3,830,263 for regular salaries and $1,000,000 for personal services matching.

Appropriates $15,753,298 from cash funds for operations, including $3,150,000 for regular salaries, $4,000,000 for capital improvements, and $450,000 for debt service.

Authorizes up to 175 part-time or temporary "Extra Help" employees for general operations, plus additional temporary employees for the Fire Training Academy (55), Environmental Training Academy (50), and specific appropriations for each academy's operations.

Appropriates a combined total of $5,792,507 for state operations across the Fire Training Academy ($3,209,004) and Environmental Training Academy ($948,605), plus $1,631,503 from cash funds for both academies, effective July 1, 2023.
