Amends Arkansas Code § 27-35-101 to add an exception to misdemeanor violations for violations under § 27-35-110(d)

Requires motor vehicle operators to prevent loads from dropping, sifting, leaking, or escaping from vehicles, with exceptions for sand used for traction and water/substances used for road maintenance

Mandates complete cargo area covers or tarps when transporting sand, gravel, rock, cement, trash, or other hazardous products that may endanger highway users

Requires loads and their coverings to be securely fastened to prevent them from becoming loose, detached, or creating hazards to other motorists

Establishes penalties of $100 to $500 fines for violations of load covering requirements
