Creates the Healthcare Cost-Sharing Collections Act as a new subchapter in Arkansas Code Title 23, Chapter 99, establishing rules for collection of healthcare cost-sharing amounts.

Requires healthcare insurers to pay healthcare providers the full amount due for services, including cost-sharing amounts, and prohibits withholding cost-sharing from provider payments.

Grants healthcare insurers sole responsibility for collecting cost-sharing (deductibles, coinsurance, copayments) from enrollees, with collection permitted in increments throughout the plan year upon enrollee request.

Prohibits healthcare insurers from canceling health benefit plans due to non-payment of cost-sharing and from requiring providers to offer additional discounts outside contracted terms.

Classifies violations of this subchapter as deceptive trade practices and grants the Insurance Commissioner enforcement authority and rulemaking power under the Trade Practices Act.
