Appropriates $1,083,022 from the Miscellaneous Agencies Fund Account to the Arkansas Ethics Commission for fiscal year 2023-2024, comprised of $726,098 for regular salaries and $243,014 for personal services matching.

Authorizes a maximum of 11 regular employees including one Ethics Commission Director (Grade SE01), one Information Technology Manager (Grade IT05), four Attorney Specialists (Grade GS11), three Compliance Specialists (Grade GS07), one Business Operations Specialist (Grade GS05), and one Administrative Specialist III (Grade GS04).

Allocates $110,910 for operating expenses and $3,000 for conference and travel costs, with zero funding for professional fees, capital outlay, and data processing.

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2023, to ensure continued operation of the Arkansas Ethics Commission and prevent interruption of essential governmental programs.
