Requires the Arkansas Medicaid Program to cover authorized prescription digital therapeutics for treatment of substance use disorder and opioid use disorder for eligible individuals.

Defines "authorized prescription digital therapeutic" as a product, device, internet application, or technology that is FDA-approved, cleared, or classified under section 510(k), 513(f), or 515 of the Federal Food, Drug, and Cosmetic Act.

Limits coverage to digital therapeutics that utilize both cognitive behavioral therapy and contingency management to treat substance and opioid use disorders and require a prescription under 21 C.F.R. § 801.109.

Establishes legislative findings that expanding access to FDA-authorized digital therapeutics for substance and opioid use disorder would save lives and be cost neutral to the state.

Restricts coverage eligibility to individuals who are deemed eligible by a licensed provider in Arkansas to receive treatment of authorized prescription digital therapeutics.
