Amends Arkansas Code § 23-99-203(d) to add certified nurse midwives and certified orthotists to the definition of "healthcare provider" under the Patient Protection Act of 1995, with corresponding numbering adjustments to existing provider categories.

Modifies Arkansas Code § 23-99-802(4) to expand the definition of "healthcare provider" under any willing provider laws by adding certified nurse midwives, certified orthotists, and licensed durable medical equipment providers to the existing list.

Adds authority for the State Insurance Department to determine and include additional healthcare practitioners through rules promulgated under the Arkansas Administrative Procedure Act, § 25-15-201 et seq.

Updates numbering throughout both sections to accommodate the new provider categories in the comprehensive lists of licensed individuals and entities eligible to provide healthcare services in Arkansas.
