Appropriates $13,703,511 from the University of Arkansas Fund (state operations) and $75,787,520 from cash funds for the University of Arkansas System and Various Divisions for fiscal year 2023-2024.

Establishes maximum 2,036 regular employees across the UA System including administrative, academic, and support positions with specified salary ranges for each classification.

Authorizes up to 50 temporary/part-time employees for System Administration, 700 for Division of Agriculture, 10 for Arkansas School for Mathematics, Sciences, and the Arts, and 250 for UA Grantham.

Appropriates additional funds for the Division of Agriculture ($78,220,737 state operations, $89,562,880 cash funds), Soil Testing and Research ($3,113,000), ASMSA ($15,020,017 state operations, $22,215,000 cash funds), Criminal Justice Institute ($150,000), Arkansas Research and Education Optical Network ($2,100,000 state operations, $32,000,000 cash funds), and UA Grantham ($45,200,000).

Includes restrictions on sale of Pine Tree Research Station and authorizes ASMSA instructors and staff to earn additional summer compensation up to one-tenth of annual salary; effective July 1, 2023.
