Establishes maximum of 5,529 regular employees for University of Arkansas-Fayetteville for fiscal year 2023-2024, with salary ranges from $35,187 to $617,593 depending on position.

Authorizes 3,208 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $149,743,509 from the University of Arkansas Fund for regular salaries ($109,783,979), personal services matching ($26,000,000), and maintenance and general operations ($13,959,530).

Appropriates $1,005,050,000 from cash funds for personal services, operating expenses, capital improvements, debt service, and other operational costs.

Includes appropriations of $800,000 each for the School of Law and Electrical Energy Advancement Program, and $250,000 for Partners for Inclusive Communities, plus amends Arkansas Code § 6-64-1012 regarding additional athletic compensation from non-public sources.
