Authorizes up to 1,600 temporary or part-time "Extra Help" employees payable at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $64,591,068 from state operations funding, including $62,571,068 for regular salaries and $2,000,000 for extra help

Appropriates $167,804,000 from cash funds for salaries ($35,600,000), extra help ($1,600,000), overtime ($169,000), operations ($47,500,000), conferences and travel ($1,640,000), professional fees ($5,900,000), capital improvements ($26,600,000), debt service ($16,500,000), and promotional items ($395,000)

Amends Arkansas Code § 6-67-103 to authorize the Board of Trustees to reimburse tuition and education-related expenses for faculty seeking additional education to meet accreditation and professional standards in critical shortage instructional areas
