Establishes maximum of 639 regular employees for University of Arkansas at Monticello with salary ranges from $30,000 (graduate assistants) to $262,693 (Chancellor) for fiscal year 2023-2024.

Authorizes 790 temporary or part-time "Extra Help" employees for Monticello main campus, plus 36 each for McGehee and Crossett satellite campuses.

Appropriates $15.5 million in state operations funds for Monticello, $27.6 million in cash funds, plus additional allocations for Center for Forest Business ($833,087), McGehee ($3.4 million combined), and Crossett ($2.8 million combined).

Establishes separate employee staffing and budgets for three workforce education centers: McGehee with $2.4 million state operations, Crossett with $1.8 million state operations, and Warren Center (Heavy Equipment Operator Training Academy) with specified instructional positions.

Makes appropriation effective July 1, 2023 under emergency clause, requiring compliance with state procurement, accounting, budgeting, and fiscal control laws.
