AR SB163

Amends Arkansas Code § 24-4-101(27) to add public library systems formed under the Interlocal Cooperation Act to the definition of "nonstate employees" for purposes of the Arkansas Public Employees' Retirement System.

Modifies Arkansas Code § 24-4-101(29)(A) to include public library systems formed under the Interlocal Cooperation Act in the definition of "participating public employer" whose employees can be included in the retirement system membership.

Adds a new definition of "public library system" in Arkansas Code § 24-4-101(48) as a public library system formed under the Interlocal Cooperation Act, § 25-20-101 et seq., that chooses to participate in the Arkansas Public Employees' Retirement System.

Establishes in Arkansas Code § 24-4-202(j) that if a public library system fails to pay required retirement contributions, the supporting county must pay both the required employer and employee contributions on behalf of those employees and the county's proportional funding of the public library system.
