Repeals the exemption that allowed publicly funded schools and institutions of higher education to prohibit all recording; schools and universities may now only prohibit video recording.

Establishes that reckless violations of public recording laws constitute a Class A misdemeanor.

Permits individuals to file civil actions in circuit court seeking injunctions, civil penalties of $1,000 per violation, court costs, and attorney's fees against public officers or employees without immunity.

Prohibits circuit courts from assessing penalties or attorney's fees against public officers with immunity, the State of Arkansas, or state agencies, but allows plaintiffs who substantially prevail to file claims with the Arkansas State Claims Commission for reasonable attorney's fees and litigation expenses within 60 days of final disposition.
