Repeals Arkansas Code Title 20, Chapter 77, Subchapter 22 in its entirety, eliminating the Healthcare Quality and Payment Policy Advisory Committee Act.

Removes the committee structure that previously consisted of 7 voting members appointed by the President Pro Tempore of the Senate and Speaker of the House, including physicians, hospital representatives, and the Director of the Division of Medical Services.

Eliminates the requirement for the Department of Human Services to submit proposed rules related to episodes of care, target prices, and quality metrics to the committee for review before adoption.

Removes provisions requiring 45-day advance notice to the committee, public notification procedures, and the 30-day advisory statement requirement from the committee.

Nullifies all confidentiality protections, data handling requirements, and reporting obligations that were previously established for committee operations and healthcare provider information.
