Amends Arkansas Code § 20-10-2302 to change the certifying authority for private care agencies from the "Division of Aging, Adult, and Behavioral Health Services" to the "Division of Provider Services and Quality Assurance" of the Department of Human Services.

Modifies Arkansas Code § 20-33-213(a)(2)(A) to specify that home- and community-based health services providers must be certified by the Division of Provider Services and Quality Assurance of the Department of Human Services.

Updates Arkansas Code § 20-38-101(9)(E) to replace references to the "Division of Aging, Adult, and Behavioral Health Services" with the "Division of Provider Services and Quality Assurance" for certification of home- and community-based health services providers.

Clarifies the Department of Human Services' organizational structure by consolidating certification and regulatory responsibilities for long-term care facilities and services under a single division.
