Adds national certifications as credentials that occupational licensing entities must consider toward initial occupational licensure requirements for uniformed service members and veterans.

Extends the occupational licensure benefits to spouses of uniformed service members and uniformed service veterans.

Eliminates the one-year time limit for veterans to apply their service education, training, or certifications toward initial occupational licensure.

Modifies Arkansas Code § 17-4-107 to remove the restriction that previously required veterans to apply within one year of discharge to have their credentials considered.
