Appropriates $351,760 from the Tobacco Settlement Commission Fund to the Department of Health for fiscal year 2023-2024, including regular salaries ($40,055), personal services matching ($16,130), and maintenance and general operations ($45,575)

Authorizes the commission to hire an independent third party to monitor and evaluate program expenditures from tobacco settlement accounts and prepare biennial reports to the General Assembly by August 1 preceding each general session

Requires the commission to file quarterly progress reports with the House and Senate Committees on Public Health, Welfare, and Labor

Restricts appropriations from being transferred under Arkansas Code 19-4-522 except as specifically authorized, with approval of the Legislative Council required for budget classification transfers

Declares an emergency effective July 1, 2023 to ensure uninterrupted agency operations for the fiscal year ending June 30, 2024
