Expands eligibility for Arkansas National Guard tuition benefits to include those eligible for in-state tuition under Arkansas Code § 6-60-205, in addition to Arkansas residents.

Maintains the maximum tuition-free benefit at 120 semester credit hours, but allows the Adjutant General to recommend exceptions for degree programs exceeding 120 hours subject to fund availability and Division of Higher Education approval.

Limits soldiers and airmen to dropping no more than 6 semester credit hours during their tuition-free benefit period, with exceptions permitted for mobilization, medical reasons approved by the Adjutant General, or other reasons recommended by the Adjutant General and approved by the division.
