Removes the requirement that criminal background check forms for child welfare agency employees and volunteers be notarized before a notary public.

Allows subjects of background checks to submit electronic signatures to complete criminal records check forms under Arkansas Code § 25-32-107(d).

Requires that background checks be fully completed before employment or volunteerism with a child welfare agency begins, rather than allowing conditional employment during the process.

Applies electronic signature provisions to criminal history checks under Arkansas Code § 20-38-104(a)(6) and forms developed by the Identification Bureau under Arkansas Code § 21-15-107(d)(1).

Declares an emergency effective upon gubernatorial approval, citing the urgent need for child welfare agency employees and the burden that notarization requirements place on hiring timelines.
