Expands who may access screened-out reports of adult maltreatment or long-term care facility resident maltreatment to include current employers who made the initial report and licensing or registering authorities.

Restricts Department of Human Services use of screened-out reports to administration of the program only.

Clarifies that pending reports may be disclosed to current employers of alleged offenders only if the employer made the initial report, and to licensing or registering authorities.

Clarifies that unfounded investigative reports may be disclosed to current employers of alleged offenders only if the employer made the initial report, and to licensing or registering authorities.

Removes ambiguous language regarding availability of pending and unfounded reports by replacing broad references to "any employer, legal entity, or board" with specific categories of entities.
