Reappropriates $1,000,000 in capital improvement funds from Act 74 of 2022 for construction, renovation, major maintenance, and equipment purchases at Northwest Technical Institute, effective July 1, 2023.

Reappropriates $36,037 for Industrial Technology Center construction, parking, equipment, and furnishings costs, effective July 1, 2023.

Reappropriates $356,883 in capital improvement funds for construction, renovation, major maintenance, and equipment purchases for various capital projects or facility improvements, effective July 1, 2023.

Requires all disbursements to comply with state purchasing laws, accounting procedures, and revenue stabilization laws, and prohibits use of general operations funds for these capital projects.

Declares an emergency effective July 1, 2023 to ensure immediate operation of the agency and prevent irreparable harm to essential governmental programs.
