Reappropriates $510,000 in federal funds to the Department of Human Services - Division of County Operations for replacement of computer system equipment at field offices, effective July 1, 2023.

Balances reappropriated from Item (A) of Section 1 of Act 79 of 2022.

Prohibits contracts and obligations exceeding available State Treasury funds unless supplemented by grants, donations, or federal funds designated by the Chief Fiscal Officer.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws.

Declares an emergency effective July 1, 2023 due to constitutional restrictions on appropriations limited to one-year periods and the need for immediate agency operations.
