Reappropriates unspent federal capital funds balances from Act 86 of 2022 to the Department of the Military, effective July 1, 2023, for five projects: Readiness Center Joint Force Headquarters ($5,557,817), Multi-Purpose Machinegun Range ($8,000,000), RMTC Redundant Water Storage Tank ($4,065,000), Fort Chaffee Solar Array ($1,867,890), and Readiness Center at Fort Chaffee ($12,747,217).

Reappropriates $1,849,784 from the Armory Construction Fund for repair, construction, renovation, landscaping and maintenance of armories, hangars, and other Arkansas National Guard properties.

Requires all contracts and obligations to remain within available State Treasury funds and mandates strict compliance with state purchasing laws, accounting procedures, and fiscal control regulations.

Directs that all disbursed funds must comply with the stated purposes documented in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Joint Budget Committee.

Declares an emergency effective July 1, 2023, citing constitutional restrictions on appropriations beyond one year and necessity for continued agency operations.
